Detective Steve Billings is a lazy, conniving opportunist who tries to get by doing as little work as possible and takes every chance to boost his own profile or pocketbook -- even when it's illegal or simply amoral. Billings keeps banker's hours and is known to seize upon technicalities when it comes to how much time he has to work -- or even whether he can claim disability for missing a certain period of time with a minor physical ailment. He also, at one point, attempts to bring in some extra cash by bankrolling (and profiting from) some vending machines he gets installed in The Barn.
